Buchanan Ingersoll & Rooney adds former PTAB deputy chief judge

Former PTAB deputy chief judge joins firm’s Delaware office as counsel | Brings extensive prosecution and litigation experience | Follows recent addition of veteran litigator.

Buchanan Ingersoll & Rooney has added former Patent Trial and Appeal Board (PTAB) deputy chief judge James Moore to its Delaware office.

Moore joins the firm’s IP section and patent office litigation practice group as counsel.

With a background as a patent attorney, Moore brings prosecution and litigation experience from both private practice and corporate settings.

He has judicial experience in all areas of PTAB jurisdiction, including appeals, interferences, America Invents Act trials, and management as a member of the senior executive service as vice chief judge, deputy chief judge, and acting chief judge of the PTAB, serving from 2001 to 2022.

Joseph Dougherty, the firm’s chairman and CEO, was “pleased” to welcome Moore to the growing Delaware office.

“Our Delaware IP and litigation practices are key components within Buchanan’s overall strategic plan, and the addition of Judge Moore is an exciting step forward in the implementation of our plan,” he added.

Moore will provide arbitration services related to IP and will continue to specialise in all practices before the PTAB.

Todd Walters, the leader of the practice group and co-chair of Buchanan’s IP section, said: “I have known Judge Moore for about 20 years and watched him rise within the PTAB to the highest levels. It is a privilege and honour to have him as my colleague. We look forward to offering our clients his insights from the other side of the bench.”

Moore’s addition follows the joining of Jeff Bove in January, a veteran litigator who has handled numerous high-stakes patent and commercial litigations.

Bove commented on Moore's joining, noting the pair had worked together when he was an associate and remained in contact throughout his career.

After joining Buchanan and being aware of Moore’s retirement from the US Patent and Trademark Office, he explained his “highly favourable view” of Buchanan.

“Its commitment to its IP practice and Delaware office, its high-quality professionals, cutting-edge resources and, most importantly, its unique culture” all contribute to Bove’s view of Buchanan.

“I am certain that Buchanan and Judge Moore are a great fit. I am excited to be back working with Jay and look forward to the future,” he added.

Commenting on his move, Moore said it was an “exciting time” for Buchanan’s IP section.

“I look forward to working with my new colleagues to continue expanding the section and the Delaware office,” said Moore.
