Kai Härmand

Since 1999, Kai Härmand has served at the Harju County Court in Tallinn. 

From 2012 to 2020 she was seconded to the Estonian Ministry of Justice and held the role of deputy secretary general. 

She has also served as a legal adviser and trainee judge at Tallinn City Court, as well as a legal adviser at Estonia’s Patent Office.

Härmand was also appointed as a legally qualified member of the Enlarged Board of Appeal of the European Patent Office.

Härmand’s advisory and editorial roles include her membership on the advisory board for the Z-Inspection research team at Goethe University Frankfurt. 

She served on the European Committee on Legal Co-operation (CDCJ) from 2012 to 2020. 

She is also a board member of the arbitration court of the Estonian Chamber of Commerce and Industry. In the academic field she has been a frequent lecturer at the University of Tartu Law School, and a trainer of judicial procedure.
